chore(flake): comment out the VCSs no test needs
VersionGuesser probes git, hg, fossil and svn in turn on every version
guess, and a temp directory that is no working copy fails each probe
only after paying that binary's startup cost. Dropping the three from
the dev shell takes the `command` test binary from ~140s to ~46s, and
no test that was passing starts failing.
