Composer defines COMPOSER_DEV_WARNING_TIME from its phar stub when the
compiled version is a commit hash rather than a tag, so the value exists
only in the build artifact. It was a todo!() in the PHP shim, leaving the
warning branch in Application::do_run unreachable.
A build script now derives it the way Compiler does, from git describe
and the HEAD commit date, and composer::COMPOSER_DEV_WARNING_TIME holds
the result as a Rust constant instead of a runtime-defined one.

build.rs guessed target/<profile> from OUT_DIR to place res/*.json next to
the executable (twice, since test binaries live in deps/), and JsonFile
resolved them through current_exe(). That made the binary undistributable
on its own.
The schemas are now include_str!'d and referenced through a
shirabe:///res/ URI that SchemaRetriever resolves, keeping the $ref
indirection PHP uses for the phar case. The res/ path segment is required
so composer-lock-schema.json's relative "./composer-schema.json" reference
still resolves.

JsonFile's schema paths previously relied on php_dir() (__DIR__), which has
no runtime equivalent. Add a build.rs that copies composer-schema.json and
composer-lock-schema.json next to the built executable, and resolve them with
std::env::current_exe(). FilesystemRepository now embeds InstalledVersions.php
directly via include_str! instead of reading it through php_dir().
