CompilingMatcher::match formats `<operator><constraint>;<version>` into a
fresh String on every call, including the cache hits the key exists to serve.
Profiling put the formatting at 2.9 % of self time, more than the match it
guards. Build the key into a reused thread-local buffer and copy it only when
there is a miss to record.
Taking the version as `&str` rather than `String` removes the copy the callers
made for the same reason: `optimize_by_identical_dependencies` allocated one
per candidate package in its innermost loop.

PackageInterface::getRequires() and friends return the array of Link objects;
in PHP that is a copy-on-write array of object references, so a caller pays
nothing to look at it. The port returned IndexMap<String, Link> by value, so
every call deep-cloned the whole map, keys and constraints included. Pool
building calls these accessors once per package per candidate, which put
IndexMap::clone at 13.5% of `require laravel/laravel`.
Store the maps as Rc<IndexMap<String, Link>> and return a handle. Callers that
mutate the map clone it explicitly at the point of mutation, matching where PHP
would separate the array.

PHP's version_compare takes its operator as a string, so the shim's port
did too, and Constraint carried two families of operator constants plus
translation tables to convert between the string form and its own int
codes. Five copies of those tables had accumulated across Constraint,
CompilingMatcher and the plugin value bridge.
version_compare now takes a CmpOp, which makes an invalid operator
unrepresentable and removes the tables' reason to exist. Constraint
stores a CmpOp and keeps only the string parsing its constructor needs;
getOperator, compile and CompilingMatcher::match speak CmpOp as well.
PHP's OP_* numbering stays observable: a plugin reads the raw integer off
the Constraint object over RPC, so get_operator_constant and its new
inverse hold that 0..5 mapping.

The ported docblocks copied @param and @return straight from the PHP
source. When such a tag carries nothing but a type and an argument name,
the Rust signature already states it, so the line is noise. Tags whose
text adds prose beyond the type are kept.

Flatten shirabe-semver's modules into glob re-exports at the crate
root and route all consumers through the short paths. Remove the
duplicate composer::semver stubs from shirabe-external-packages in
favor of the shirabe-semver types.

mark_package_for_removal's LogicException can only fire on a bug since
both callers pre-filter irremovable packages, so port it as an assert!
rather than a recoverable Result. This unwinds the Result chain through
optimize and drops the pool_builder match that silently returned the
unoptimized pool on error, matching PHP's fatal-error propagation.

PolicyInterface::clone_box (a todo!() trait-object clone stub) is removed
in favor of Rc<dyn PolicyInterface> shared ownership, matching PHP's
by-reference sharing of the single $policy object across Solver,
RuleSetGenerator and PoolOptimizer. With PoolOptimizer::new now taking an
Rc, Installer::create_pool_optimizer is implemented faithfully
(return new PoolOptimizer($policy)); create_policy returns the shared Rc.

Implement the security advisory pool filter end to end, plus the
remaining actionable wirings it unblocked.
- Unify the PartialSecurityAdvisory|SecurityAdvisory union as the
PartialOrFullSecurityAdvisory enum and make the advisory types Clone,
so advisories can be collected and stored; Pool.security_removed_versions
now carries the union. This also unblocks PoolOptimizer's clone of the
security-removed versions.
- Thread the filter result through run_security_advisory_filter/build_pool
as anyhow::Result.
- Introduce typed PlatformRepositoryHandle and pass platform repos as
handles through determine_requirements instead of &PlatformRepository.
- Wire RuleSetGenerator's is_unacceptable_fixed_or_locked_package check
and UpdateCommand's non-locked installed-packages branch.

handles over an AnyPackage enum (PackageInterfaceHandle and friends)
and replace Box<dyn PackageInterface> throughout.

Replace the dyn ConstraintInterface trait objects with an AnyConstraint
enum closing over its four implementors (Simple, Multi, MatchAll,
MatchNone), mirroring the earlier Rule enum conversion. Rename
constraint.rs to simple_constraint.rs to match the renamed Constraint
type.
