Port autoload_generator (24), bitbucket (14), suggested_packages (11),
git_driver (6), archive_manager (3), and a bump command test. Fix the
ApplicationTester output-capture root cause (php://memory streams must be
readable regardless of fopen mode). Implement posix_getuid/geteuid, the PCRE
'A' anchored modifier, php_strip_whitespace, stream_get_wrappers, is_callable
scalars; fix preg_quote angle-bracket escaping and class-map parser regexes.

The Preg methods panic on PCRE failure (per the file header rationale),
so their anyhow::Result wrappers never carried an Err.

Rust's type system already distinguishes participating from
non-participating capture groups via Option, so the *StrictGroups
methods add no safety here. Remove them and switch callers to the
plain variants.

Introduce shim functions and constants, replacing the ad-hoc chrono
format strings and parse helpers used as phase-b placeholders.

Reconcile the VcsDriverInterface trait with the concrete drivers so every
driver implements it as in PHP, where each driver extends VcsDriver.
- Make cache-mutating getters take &mut self in the trait, matching the
inherent methods' lazy-cache semantics; update vcs_repository consumers.
- Change supports() to take Rc<RefCell<Config>> and return Result<bool>,
completing GitDriver::supports deep ls-remote and its config wiring.
- Add base get_composer_information to Git/Hg/Fossil/Perforce and an
impl VcsDriverInterface block to every driver, delegating to inherent
methods and absorbing type differences in the impl.

Convert Pool to Rc<RefCell<Pool>> so Solver, Decisions, and
RuleSetGenerator share it, resolving the todo!() placeholders that
blocked the dependency resolver (Phase C shared ownership).

Implement BaseCommand trait and other abstract class traits across
all command, downloader, io, package, and VCS driver types. Also
fix trait method signatures for composer_mut and io_mut to return
mutable references to Option rather than Option of mutable references.
