feat(client): add SyncManager for auto-sync on reconnect
Implements SyncManager class that orchestrates the sync process:
- Monitors online/offline network status
- Triggers debounced sync when coming back online
- Coordinates push, pull, and conflict resolution
- Provides event subscription for sync status updates
