feat(core): support AND constraint bumping in version bumper
Split AND constraints (e.g. ">=1.0 <2.0" or ">=1.0,<2.0") into parts
and bump only the lower-bound operator (>=, ^, ~) while preserving
upper-bound operators (<, <=, \!=) unchanged.
