feat(plugin-installer): implement PluginInstaller::get_plugin_manager
Wires PartialComposer.as_full() to fetch the PluginManager, replacing
the todo!() stub. Mirrors PHP's assertion that $this->composer must be
a fully-loaded Composer instance.
