	Introduce the cross-cutting downcast base for PHP `instanceof` checks on io/output trait objects: `IOInterface::as_any` (ConsoleIO/NullIO/BufferIO) and `OutputInterface::as_console_output_interface` (promoting ConsoleOutput to a proper ConsoleOutputInterface).
